Is he running a temp? Snotty nose? Off feed? Separating from the rest of the bunch, or standing off by himself hunched up? Has the wind been blowing excessively and stirring up the dust and dirt? Is his hay dusty? More information is needed.
Could be allergies. Maybe try Benedryl? I'm not sure what the dosage is, but hopefully someone will chime in with it or perhaps a search? Hold on a minute and I will see if I can find the dosage.
