I would recommend a calf-hutch, or even a small shed. Dog houses really don't protect goats from weather enough. I live in NJ and we have the same weather, trust me, they need an awning with a dog house underneath, or a larger calf-hutch/shed remember they will have to have hay and water and ideally minerals inside of it as well.
