our little peanut was dehorned around 7 days old she is now 7 weeks.
i noticed a few days ago this white crusty, grainy looking stuff stuck around where the horns around the burn spot.

they flake off when i rub on them and spot bled when i did it.

just in several spots not all the way around.
the other horn has a tiny spot too.

i was researching, but wanted to ask the experts, and it seems it maybe a fungal infection.

does this sound familier to anyone?

it sounds like normal healing process for about this length of time after disbudding (i gather you meant disbudding and not dehorning?). at least what you are describing is how mine do. won't be to much longer and it should be completely healed and hair growing over it.

if possible can you post pics?

Perfectly normal. Even a little bleeding is normal.

I'd add that even a lot of bleeding is normal. Although it should be noted that my boys didn't get disbudded properly so they are both dealing with scurs...poor things. I walked down there yesterday to what looked like a massacre...

Note to self: do not ask someone to show you how to do something unless you are sure they know how to do it!
