The vet has ruled out mites, lice and ringworm. His hair is falling out around eyes, nose, ears, legs and under stomach. He's 9 months old, he weighs 27 lbs ( his twin is approx 35 lbs). The both have endless hay, we feed a little grain/alfalfa pellets when we need to get in and out of the barn 2-3 times a/day. They have sweetlix meat make minerals available 24/7. I was putting betadine on him, but have stopped. Any suggestions?

I think I would run a thyroid panel.
They are also way small, they need digestable protein in their diet.
The pictures look like rain rot to me. It's a fungus that is pretty common really.

What is considered digestible protein?
