No pee and his behavior is critical..he may have stones (urinary calculi) . If so this is an emergency
Wobbly and resless can be pain or neurological issue. Get a good dose of thiamine in him now as we assess...if no thiamine, use B complex injectable..5 cc sub q.
Get his temp asap..101.5-103.5 is normal rectal range.
Has he chews a cud..any rumen noise or movement?

Let's assume for this emergency it's UC (stones) feel his penis area to see if ita wet..or if you feel small grain like gunk. Feel his bladder area to see if it feels full..
If yes to any if these questions..snipping his pizzle may give him relief...ill send a link on how to do this. It's not too painful for him..a quick snip and hopefully will spray pee everywhere, so be prepared.

These are from goat-link.com if you want to see the whole article. It's very helpful. If you can get him to a vet that would be best.

Best wishes!!
