Is it possible to make a homemade weight measuring tape thing? If it is how?

Just buy a measuring tape that you can get at places like JoAnn Fabric

I dont have any fabric stores around here they are all an hour away minimum

I would think even Walmart would carry them in their sewing or craft section.
