We just are getting into our new house and there is like 5 year old horse poo in the stalls and on the walls I power washes everything and was going to go back tomorrow with vinegar to scrub the walls, should I be concerned at all with diseases? Also they had rubber mats down which I pulled up for now has anyone used those in the winter months?

Did you clean out all the poo? If you cleaned everything out and have powered washed and going to do the vinegar, it should be fine. You could always spread some DE on the floor once it is dry.

How long have the stalls been empty?

My plan is to use the mats in the winter for noe ill just take advantage of the sand
