Mine do the same!
Except I can't afford for them too waste so I'm building a keyhole type feeder.
Thankfully we can afford it financially, but emotionally I get so frustrated!! I'm probably going to cover the top.

I once had one who just pulled hay out, but that turned out to be because she had a sensitive gut, and searched for better food. She never touched the hay on the bed.

But if you lock it in, the problem should decrease. A lid of course, and also smaller holes, preferably not more than 5 cm wide from side to side.

I agree, a waste of good hay!

If a goat refuses to eat up high, I start suspecting something wrong with the hind legs. But I guess you have already checked this; those two are well taken care of!

But do have them work for the food, that is natural! :)
