I live in Ohio and it rains a lot here, so there's lots of mud. In my 4-H books, it says there's bugs in mud that cause foot rot...is that true?

Your 4H books are probably trying to simplify the description of hoof rot. It's caused from bacteria becoming trapped in the hoof. Yes, wet, muddy ground will definately make it easier for hoof rot to occur. Regular trimmings are important so the bacteria won't get trapped in the hoof.
