My wether just wants to lay down and will strain like he's constipated and scream like he's in pain. I can get him up and walk around but will lay back down if I stop walking behind him. He was fine this morning.

He needs an ammonium chloride drench. Not sure on dosage. Can you see a blockage at all?

Urniary Calculi needs to be treated ASAP..Banamine will help with pain.I would begin a drive to the vet...call him and let him know you are on your way in...

ammonium chloride can be given

here is a quote from a n article on treating
http://www.tennesseemeatgoats.com/articles2/urinarycalculi06.html
Mix the following in 20 cc water and orally drench: One (1) teaspoon Ammonium chloride per 75 lbs bodyweight every 12 hours for 2 days, then 1/2 tsp AC per 75 lbs bodyweight every 12 hours for the next 3 days, then 1/2 tsp once a day for 3 days, then 1/4 tsp daily as a preventative. Dosages are based upon 75 lb liveweights. Ammonium chloride burns the throat, so stomach tube it into the goat.
